VILLAGE OF ROSCOMMON
January 11, 2010 Regular Council Meeting


The January 11, 2010 Regular Meeting of the Village Council was called to order at 7:00PM by President Carlson.  Members of the Council present were Jesse Carlson, Joan Murphy, Steve Morris, Dawn Dodge, Mike Butler, Bev Luther and Jerry Cousineau.  Absent: None.  Others present were Roscommon County Sheriff Deputies Teipel and Quintana, Kathy Murphy and Tom Gromek.  The Pledge of Allegiance was recited and an Invocation given by Trustee Morris.

Moved by Dodge, seconded by Butler, to accept the Regular Agenda as presented.  Hearing no objections, the motion carried.

Moved by Murphy, seconded by Dodge, to accept the Minutes of the December 28, 2009 meeting, Checks written of $42,210.13, the Treasurer's December 31, 2009 Report and pay bills presented with additions of Consumers Energy for $3,863.33 and Dawn Dominek for $50.00 bringing the total to $16,722.18.  Ayes: Dodge, Carlson, Morris, Butler, Murphy, Cousineau and Luther. Nays: None.  The motion carried.

The Manager discussed his report.

Deputy Teipel gave the Sheriff's Report for the month of December 2009.

Manager Gromek gave an update on the 4th Street Project.

Green Communities Challenge - The Manager will move to Step 2 at the next meeting.

Rebuild Michigan Program - The Manager reported on progress of this program.

Moved by Dodge, seconded by Murphy, to appoint Steve Morris President pro tempore with an expiration date of November 20, 2010.  Ayes: Luther, Cousineau, Murphy, Dodge, Carlson, Butler and Morris.  Nays: None.  The motion carried.

Old 76 Road Commission Project: Ultra thin will be applied from M-18 to Ballenger.  The possibility of more funding from the State would upgrade the project to milling and repaving, more curbing, drainage correction and water main repair.

President Carlson appointed a Policy & Ordinance Review Committee consisting of Butler, Luther and Morris as Chair.

Next Agenda:  Answers to Murphy's questions, WIFI, Team Roscommon, Hilltop Sidewalk, Policy & Ordinance Review.

Moved by Morris, seconded by Butler, to adjourn the meeting at 7:56PM.  Hearing no objections, the meeting adjourned.

The minutes are subject to approval at the next Council meeting on January 25, 2010.
