GREAT!  We are so pleased you are considering a construction project in the Village. 
If there is anything we can do to facilitate your project, please contact the Village Manager:

The Manager will likely advise you to schedule a PRE-CONCEPTUAL MEETING with him and perhaps the Zoning Administrator.  When you meet the manager to discuss your plan for development in the Village you will be discussing some basic information about your idea.  We've developed a meeting request form that will help you gather and organize information for the meeting.  It streamlines the process if you provide as much initial information as possible.   After the meeting you should be prepared to finalize your plans and begin the formal planning and permitting requirements.

A SITE PLAN includes the drawings and documents, submitted for review and approval by the Planning Commission, depicting and explaining all salient features of a proposed development so that it may be evaluated according to the procedures set forth in this Ordinance, to determine if the proposed development meets the requirements of this Zoning Ordinance.

PLOT PLAN
Plot Plan Submittal Requirements.
The plot plan, drawn to approximate scale in a blueprint or pen and ink drawing, shall contain the following items and shall be submitted with an application form provided by the Village. The Zoning Administrator may waive any of the plot plan requirements listed below when he/she finds that those requirements are not applicable or necessary. Nothing  In this Section shall be construed as to prohibit a property owner or their agent from preparing his/her own plans and specifications, provided the same are clear and legible and that the information listed in APPROVAL SUMMARY TABLE is provided. Plot plans are reviewed and approved according to Table 5.1 after an application has been submitted and applicable fees have been paid. The Zoning Administrator will issue a zoning permit pursuant to Section
9.2 after determination that the application and proposed activity are in compliance with all applicable sections of this Ordinance.

PLANNED UNIT DEVEOPMENT

A Planned Unit Development (PUD) is a type of development to be planned and built as a unit and which permits, upon review and approval, variations in many of the traditional controls related to density, land use, setbacks, open space and other design elements, and the timing and sequencing of the development.
PUDs require a much different process than a simple site plan.

SPECIAL LAND USE (SLU)

Your development idea may not fit into a pre-defined category.  It may require a Special Land Use (SLU).  Special Land Use. A use, permitted within certain Zoning Districts, that is generally compatible with permitted uses but which possesses characteristics that could impact adjacent properties and which requires individual review and public hearing to ensure compatibility with the character of the surrounding area, adjacent properties, and public services and facilities. Special land uses are subject to conditions stated in this Ordinance and to any special conditions imposed by the Planning Commission.

REZONING

Building PermitsThe contracted Building Inspector and Zoning Administrator for the village is currently vacant. For questions, please call Village Hall at 989-275-5743 ext. 13 and speak with the Village Manager, Ron Alden. Jim Letts is available on Wednesdays typically at 11 am. Please call ahead to Village Hall at 989-275-5743 ext 10 to make sure that Jim is available.

Mechanical and Plumbing PermitsPursuant to the provision of the Michigan Plumbing & Mechanical Code, in accordance with Act 230 of the Public Acts of 1972, as amended, the State of Michigan Plumbing & Mechanical Inspector is hereby designated as the enforcing agency to discharge the responsibilities for the Village of Roscommon under Act 230 of the Public Acts of 1972, as amended, State of Michigan.  The Village of Roscommon hereby assumes responsibility for the administration and enforcement of said Act throughout its corporate limits.

Mechanical and plumbing permits are granted via a third party.  Call the Village Manager for directions at (989) 275-5743

Electrical PermitsThe contracted Electrical Inspector is Mark Thompson. For questions or to schedule inspections Mark can be reached at (989) 366-5049, or at (989) 422-3687. (Permits are processed through village hall, but inspections must be scheduled directly through the electrical inspector himself.)
